About JCC

The Joint Crisis Coordination Centre (JCC) of the Kurdistan Regional Government was established in September 11, 2014 pursuant to the Council of Ministers Executive Order No. 5719, reference to the Cabinet decision in its normal meeting on 1 September 2014. The Centre was officially launched on 17 May 2015. The Centre is headed by a Director General and under direct supervision and guidance of the Minister of Interior. The JCC Crisis Response and Management Network consists of the JCC Council, and the Crisis Responses Offices in the Governorates of Erbil, Slemani and Duhok.

The JCC head office is a directorate general within the Ministry of Interior and headed by a Director General under the direct supervision of the Minister of Interior. The governorate offices are directorates within the offices of their respective Governors. These offices have an administrative line of reporting to the governors and a technical reporting line to the JCC head office. The network of JCC offices are formally mandated to coordinate all matters related to crisis management and response in the Kurdistan Region. The head office focuses on strategic matters while the governorate offices are mandated to coordinate and support operational management and response to crises and disasters.

The KRG established JCC as a lead institution for coordination and management, of all phases of crisis and disaster such as risk assessment, and mitigation, early warning and preparedness, response and management including preparedness, mitigation, response and recovery to the current humanitarian crisis and all future man-made and natural disasters and crisis as well as new emergencies.  The JCC holds a long-term mandate and is to operate through an all hazards approach and it is capable of operating around-the-clock (24/7) on a needed basis acting as a “one-stop-shop” communication hub at headquarters level between Governorates Crisis Response Offices, Ministries and Departments and the International Community as well as with federal government in Baghdad.

Mission Statement:

The mission of the JCC is to:

  • Safeguard the fundamental values of the Kurdistan Region including democracy, diversity, social cohesion and peace
  • Ensure protection of the population
  • Ensure protection of critical societal infrastructure and functions

JCC’s Primary Functions:

The JCC’s primary functions according to the mandate (No. 1 of 2015) include:

1- Information Management:

  • Collecting, collating and analysing information through continuous monitoring, research and follow-up about all crises and humanitarian developments to provide added value information to support decision making and policy formulation.

2- Crisis Response and Management:

  • To lead crisis and coordination leadership to enable the KRG to take decisions on matters of policy, strategy and strategic resource management by presenting options and recommendations based on impact and consequence analysis to ensure whole of government approach.

3-Coordination and Cooperation:

  • To foster coordination and cooperation among relevant KRG’s Ministries, Departments, the International Community and Non-Governmental Organizations as well as federal government departments to implement a joint strategy and plans to respond to, solve and manage crises.

4- Resource Mobilisation:

  • To encourage, and mobilise financial resources and other forms of assistance and facilitate relief efforts in partnership with national and international actors to respond to crises and disasters.
