The large propotion of IDPs living in the camps inside the three govornorates of KRI are exposed to poor shelter conditions in this time of the year. They are highly in need of the winterization clothes and accommodation arrangements during the winter season. Since the KRG is overburdened with the political, financial crisis as well as the aftermath of the earthquacke, and can not response effectively to the IDPs' needs alone, it is the right time for the international doners to intervine and provide more of the dispalced people with their needs during the winter season.
