Following the endorsement of the strategic plan for establishment of Crisis and Disaster Management System in the Kurdistan Region by the Council of Ministers (resolution number110) on May 14, 2017, the Joint Crisis Coordination Centre (JCC) organized a workshop with the joint technical team from the representatives of relevant KRG ministries and departments to review the draft mandate for establishing the operation room for Crisis and Disaster Management in the Kurdistan Region.
Mr. Hoshang Mohamed, Director General of the JCC extended his thanks for the joint technical team for their collaboration and cooperation. He then briefed the participants about the mechanism for operating the Crisis and Disaster Management Operation Room, the experience of other countries and the purpose, aim and phases of establishing the Operation Room as well as explaining the roles of other KRG institutions.
In another part of the workshop, the senior representatives commended JCC and its leadership for the development of mandate for the Crisis and Disaster Management Operation Room and then they presented their views, comments and recommendations to enrich the draft. The technical team approved the draft and decided that after the comments and recommendations added and be submitted to the Council of Ministers for endorsement so that the JCC starts the launch of implementation.
The purpose of the Operation Room is to establish the foundation for whole of government approach for Crisis and Disaster Management in the Kurdistan Region at both the governorate and regional levels that will include risk and threat analysis and assessment, mitigation and early warning, preparedness and response and post crisis recovery to lessen the impact of the disasters and crises on the people’s lives and activities, infrastructure and environment.
The meeting were attended by Mr. Salim Ibrahim; Director General at Ministry of Finance and Economy, Mr. Yousif Surchi, Director General at Ministry of Education, Dr. Khalid Ali; Director General at Ministry of Health, Mr. Fazil Ibrahim; Director General of Metrology and Seismology, Arjman Tahseen, Director General at Ministry of Municipality and Tourism, Ms. Narmin Ahmed, Director General at Ministry of Labor and Social Affairs, Mr. Karwan Salih; Director of International NGOs Affairs at Department of Foreign Relations, brigadier general Ramazan Mustafa; Dean of the Civil Defense Academy at Ministry of Interior, the Directors of Crisis Response Offices in Erbil, Slemani, Duhok, Halabja and Garmiyan Administration and Joint Crisis Coordination Center as well as UNDP’s technical team and UNOCHA Liaison Officer to JCC.
